The option to create challenges is available to users who reached Guru status until a specific date.
The newly Gurus have the option to choose challenges from the proposed bidding system. 
Please note, challenges are claimed very fast and there is a rotation between Gurus.

If you don't see any proposed challenges, please try increasing the browser to take the entire screen and/or press Ctrl+0.
This usually happens in irregular screen sizes/resolution.
